The Constitution of Nepal transformed Nepal from a unitary system of governance into a federal structure with federal, provincial, and local governments. In accordance with the provision for provincial governments, various ministries were established under the governments of all seven provinces. This ministry was established on Magh 28, 2074 B.S. Initially, only the Ministry of Social Development existed. Over time, its name changed several times — from the Ministry of Education, Culture, Science, Technology and Social Development, to the Ministry of Social Development and Health. According to the amendment of the Gandaki Province Government Rules of Business Allocation, 2074, dated 2081/05/16, it is currently named the Ministry of Social Development, Youth and Sports. At present, this ministry is one of the nine ministries under the Government of Gandaki Province.

According to the amendment of the Gandaki Province Government Rules of Business Allocation, 2074, dated 2081/05/16, this ministry has been assigned responsibilities related to education, youth and sports, women, children, senior citizens, persons with disabilities, social security, language and culture, archaeology, labor, and employment. Since provincial-level laws, policies, and standards need to be formulated for the various sectors within the ministry’s jurisdiction, the ministry is currently focused on these areas. In addition, the ministry has been formulating and implementing various programs within its areas of responsibility.

The primary objective of this ministry is to contribute to the overall development of the social sector by formulating laws, policies, regulations, and standards related to education, culture, youth and sports, labor, employment, and social development, and by implementing related programs. Through these efforts, the ministry aims to produce healthy, educated, capable, and entrepreneurial citizens who can contribute to the development of the province and help build a prosperous, socialism-oriented province. Some of the ministry’s goals are as follows:

  • To emphasize technical education and produce the skilled workforce required by the province, thereby reducing educational unemployment.
  • To create opportunities for self-employment.
  • To build a violence-free society.
  • To create employment opportunities and establish a society free from labor exploitation.
  • To protect marginalized and minority communities.
  • To preserve, promote, and document language, religion, culture, and archaeology.
  • To mobilize youth power in the development of the province.
  • To formulate policies, regulations, and development programs related to sports.

In the coming days, the ministry will carry out its work in a fair, economical, transparent, efficient, and effective manner through the use of information technology, thereby contributing to the program of building a prosperous province.
